The proposal is really quite clever.

I think everybody feels that it is important to offer prenatal care to pregnant women who can't afford it. Not only is it the right thing to do, but it saves an enormous amount of expense down the road, so it is extremely cost effective.
A win-win-win all the way around.

There is a program to give free medical care to children. What the Bush Admin is proposing is using this program to provide prenatal care by classifying the fetus as an unborn child, qualifying the fetus, rather than the mother, a the entity with the right to prenatal care. That way you don't have to get into the argument whether you're providing care to adults who should be paying for their own care, etc.

Some people are concerned that this is a backdoor attempt to supercede the abortion laws. If it is, it's pretty weak, IMO, and not likely to have much impact. But if it makes some groups happy without harming others, well, that's okay.
