The last service outage I know of was approximately June last year; the service appeared to be down all day, and while this caused me great inconvenience, I have to say that I have not found outage to be a problem at E*Trade compared to other on-line services.

I have little problem reaching customer service, and in part this may be because I am a "Platinum" customer. I do have a problem though in that customer service seldom understands my problems, which mostly have involved botched option spreads.

I am truly sorry you got screwed royally; why not add details of your experience over on my new thread?
