Good question. All I can say is that portfolio managers must put their money somewhere. Maybe they are playing an inventory spike. Yet the underlying fundamental logic of your question suggests to me the bear market has not run its course.

People are very slow to change attitudes.

Too many still think another Tech boom is imminent. Too many mutual funds heavily invested in the likes of CSCO. Too much hope, not enough critical thinking.

Nobody said investors are smart.

IMHO, the ones who truely believe that the industry can not get any worse. As for me, I will wait for the day when the death of semi-conductor industry is proclaimed in Businessweek, or even Newsweek, say due to speculations of silicon technology being superceded by biochemical processes, before I buy and hold semi's. "them/they" is just a of catch phrase for forces that manipulate stock prices for their selfish ends and will blithely lie to the public,when necessary,and this cynicism is based on the belief WallStreet is a den of thieves and never to be trusted.
These upgrades in semi-equipment being a modus operandi to SELL shares to the suckers who believe the upgrades and that is called "distribution":) hope that helps.
