Define what you mean by "war". Picky, picky, picky. Loose terminology for this one, Vietnam and Korea count. Foreign enemy? Then those who were President during the almost endless Indian wars are OK. There was for practical purposes a naval war between the US and France during Washington's administration. Depending on how you look at it, he was a war President or he wasn't. A "practical" war. That's a new "category", but we'll count it. Then those who were President during the almost endless Indian wars are OK. We killed a lot of them, count it.
