Picky, picky, picky. Loose terminology for this one, Vietnam and Korea count.

Foreign enemy? Then those who were President during the almost endless Indian wars are OK.

There was for practical purposes a naval war between the US and France during Washington's administration. Depending on how you look at it, he was a war President or he wasn't.


A "practical" war. That's a new "category", but we'll count it.
