CH explained the difference clearly.

Different people see the assertions made, the claims, the insults, the characterizations, on the site where you made them than will in another place. If the NYT reviews a book, and the review is rife with errors, the author will not feel it fair if the reviewer has written the review for the NYTBR with the stipulation that the author could correct the reviewer's misstatements in some other venue, but not in the NYTBR.

This is not hard, for anyone not motivated to understand it.
