Not to diminish the slime of the outgoing Clinton pardons... but he was certainly not the first.

The outgoing President Bush pardoned a Pakistani heroin smuggler (rumored to have CIA ties) caught red-handed in NY with several million dollars of heroin in his possession, and also pardoned Reagan's Defense Secretary Caspar Weinberger BEFORE an inditment could even be brought (though they knew it was coming obviously) in the Iran-Contra scandals (arms for hostages and arms to the Contras in direct violation of a Congressional prohibition... and for lying to Congress [perjury] about the facts).

No, not the first outgoing President to fail to distinguish himself in this area....
