Try a flat fee account with Paine Webber or one of the other big firms. They have good stock loan departments.

I have no idea what to expect from reporting at Interactive Brokers but they have had shorts that I waited on at fidelity.
Also $1 trades for 100 shares.
You can afford to get stopped out very very early on those rates.
Guess wrong lose $10 (ten cents) on 100 shares
Guess right and make who knows what.
