Good question... Answer: politics? or something more? Regarding the heroin smuggler, rumours suggested CIA connections... and with President Bush being an ex-CIA director perhaps there was something to that. Saving a CIA asset caught in an uncomfortable public position? Who knows, the ex President never publicly explained his reasons for that pardon. As to the Cap Weinberger pardon, I'd say: pure politics, and "I'll scratch your back if your friends scratch mine". Perhaps a belief that Cesar's men should be above the law.
