Brackets are indexed to inflation. Are you saying the index underestimates inflation?

According to the BLS, the CPI for the month of December 2001 was -.4%, for the 3 months ending December 2001 the CPI (compounded annual rate) was -2.0%, for the 12 months ending December 2001 was +1.6%.
