This is how dormant mode works. When you start a data call from your PC via your cell phone, there will be a ppp connection between you and the PDSN(the router). When you are in the dormant mode, there will be no real traffic channel between your phone and the serving basestation, however the ppp connection between you and the PDSN is still there, as a result the connection indicator on your laptop should still be there. If you want to send some data after your data call is already in Dormant mode, then your phone and your basestation will reestablish the over the air connection again, only this time it will take a very less time to do it since you will use the existing PPP connection. In order to use the dormancy, network side need to have the dormant capability. Dormant mode operation is very important for the packet data kind of applications, it can help to make efficient use of the limited bandwidth so that you can actually allow more users to log on at the same time. So from what you told me, it appears that Verizon is not giving you the dormant capability, or say even if they have that capability, it is not letting you to use it. I just read again the terms of using express networks, this is what it saysA data session is inactive when no data is being transferred. By way of example, a data session is inactive when you read electronic mail or view a cached web page. You may be able to send or receive voice calls when an Express Network data session is inactive. When this occurs, airtime charges apply simultaneously for the data session and the voice calls in accordance with your calling plan. This means that charges for voice calls will be assessed in addition to charges for the simultaneous data session. During a data session, if you travel outside the Express Network area or your connection to the Express Network is otherwise temporarily unavailable, but you successfully continue with the data session after returning within five minutes, you will be billed for the entire length of the data session airtime from start/connect to end/disconnect. So looks like those bastards gonna charge you even when your data session is in dormant mode, that is when you are actually not occupying the air link.
