If as a matter of strategy or values the Democrats want to say Republicans "favor the rich" or "don't care about average people," fair enough. But when you look behind them for the answer, the only thing you see is Social Security, Medicare, the minimum wage, whatever; everything flows out of the federal budget or a piece of federal law. In 1930, the idea was fresh and had its own logic. Not anymore. Their whole world today has become a kind of federalized Tolkien village.
