I wouldn't even dare to criticize the Framers for missing that little loophole. OK. So a loophole needs to be plugged. I wouldn't hold my breath, though, since the people who are supposed to plug it are precisely the ones who benefit from it. And they could even use the maneuver to prevent passage! Do you know of a perfect government? Please let us in on this secret. Maybe the US government really isn't all that bad. It's remained a democracy for 213 years now. Not as long as Britain, maybe, but still one of the older ones. It has its problems, yeah, and it becomes nasty at times. Say the Vietnam War? But citizens of this country still retain significant political rights and use them every day.
