In the 86 tax reform mix was the Bradley-Gephardt proposal that contained lower rates and fewer complexities. I had the occasion to study that proposal, along with Kemp-Roth and others. The eventual result was the Reagan tax cut plan which created the means for a very long up economy. Unfortunately, the libs managed to progressively undercut the tax system until it has become once more an albatross around the neck of our economy. During that period Gephardt toed the party line. Until I see concrete action from him I will continue to believe his words to be hollow.
