I don't remember that President Clinton's release of oil from the Petroleum Reserve, had much of an effect on natural gas prices or wholesale electricity prices in California (at least not enough for PG&E or SCE). My guess is, generally speaking, gasoline and electricity (or natural gas) are not easily substituted for each other.
