One example of the fact that this is a POLITICAL SCANDAL is that Ken Lay visited with Tricky Dick Cheney on April 16, 2001 and they discussed the devastation of the California wholesale electrical power market. In spite of impassioned pleas from the California congressional delegation to the Administration to control the market power excesses, Cheney came out on April 17 with a statement supporting a hand's off position on the poisoned California market. This is a political scandal. Your disregard of reality and venal dissembling notwithstanding. Cordially, Ray
