Since 1995, whenever Investors Intelligence bears has dropped below 26% for two weeks or longer (like this past January) the final market bottom didn't come until an inversion of bears over bulls - this inversion occurred twice, at the October 1998 bottom and the most recent September 2001 bottom. Caveat: the past is not always a reliable predictor of the future when it comes to stock market action.
