Congress writes the laws.


Now I see where you're coming from. You don't know anything.

Have you ever heard of Administrative law? All government agencies take what Congress passes and they do most of the rule and regulation writing and with it, the interpretations.

In this case, the Clinton SEC appears to have given Enron what Congress refused to give it.

Actually, Congress has, for a long time, taken to setting general guidelines and expecting the regulatory agency to generate actual, detailed rules......
