I read that piece. It was decent, had some good stuff in it. For my money, the best thing I've seen on this subject is the article in the current (Jan/Feb) issue of Foreign Affairs by Richard Betts. But I should point out that some equally knowledgeable people feel he's overly skeptical about the potential for significant improvements.

I'm not an expert on intelligence myself, so I don't have particularly strong views on the subject of intelligence reform. But I respect Betts hugely, and don't respect many others who talk about the subject, so if I were ever actually forced to say or do something on the issue, I'd probably take my cue from what he says.
