Hi Frank,

Teledesic's first architect, David Patterson, came from Sprint and was an ATM person. By 1996 they realized IP was winning, and the system needed to transport IP, which is routed based on time, not location. The 880 satellite (and 100+ orbiting spares) presented quite a routing challenge. A network of 12 satellites at higher orbits is two orders of magnitude easier.

TCPSAT has come and gone in the IETF, and works in practice.
