Bush and Cheney had made clear their ideas on energy before the election.

Whatever various groups recommended, including envio groups, they chose what elements to include in their plan. They developed the plan and Congress is disposed to pass it - assuming the Taliban Dems allow a vote.

Enron wanted Kyoto for gosh sakes! It was their #1 priority. The Cheney plan includes 10 of 12 from the Sierra Club.
