Yes, it appears that the blame for Enron's failure should be placed first on Enron with a close second on Clinton's SEC.

As for the NYTimes, they ran a diversion for Levitt the previous week, in which they tried to make him a hero, as someone who wanted to divide accounting from consulting and was refused. That raised people's eyes.

Seems the "hero" made it all possible.

Levitt's SEC gave Enron what Congress wouldn't. His SEC gave the go ahead to allowing foreign operations to shift debt off their books and allowed executives to invest in partnerships affiliated with the company.
