128Mb is the MSFT recommended minimum memory configuration for Windows XP but it's been a good rule of thumb pretty much since day 1 of the PC industry to double whatever a manufacturer tells you to get a better memory minimum. For some reason most systems are chronically under-memoried as spec'd. I have 1Gb of RAM on my 2 GHz P4 system and wouldn't consider anything less than 512Mb for a system of that speed.
