Maybe, maybe not. The key to an efficient workforce is an automation of many processes to free up time to focus on the things the workforce was hired to do. So perhaps Cisco's processes are being automated to free up their resources to focus their time on the more important sales activities? They have said time and again that they will focus on automation through judicious use of the Internet to save time and money internally. Their employees are becoming increasingly efficient and the company is able to do more with less. I think we're seeing the results of that. Look at what they did to their ordering processes. I can't remember how much they said they save from use of the Internet, but it's huge.

All companies should be slashing headcount, but demanding higher productivity and bolstering that productivity through technology and the Internet. It sort of like what happened to an accountant's productivity with the invention of the spreadsheet. The Internet is much the same thing but has much broader uses within an organization. Cisco understands this.
