AT&T doesn't want us to have number portability. Keeps most of its customers from running, screaming, to Sprint with a phone number that AT&T actually had to buy from the US govt.

So does Sprint and Verizon. All the major carrier is partitioning the FCC to delay the deadline from Nov of this year (Again! Originally delayed from end of 1999 to Nov 2002). The only exception from "major" carrier is Nextel, they think they can get more customers with number portability.
