A lot of us think it is statesmanlike.

It's not just about whether or not the plan is in the public interest but about whether it is demonstrably in the public interest. It's about recognizing the need for openness, for actively listening to all reasonable points of view among those whom one allegedly represents, and, if not that, for at least explaining why one's "unilateralist" approach is not as self serving as the process for developing it may make it appear. Instead, all that's missing is the "if you're not with big energy, you're part of the Axis of Evil" kiss-off.
