WASHINGTON, Feb. 22 — One target of the government’s clampdown on accounting fraud is trying to turn the tables on the Securities and Exchange Commission, arguing that the SEC is unfit to file civil charges against him because its new officials have conflicts stemming from their own ties to the accounting industry.
