I don't know if this is an exact quote or not, but it is wrong. The Fed might ask for a consolidation if there is NO transfer of risk.

And he had better see a "systemic pattern of risk", this is a lending institution. Risk is what they do as a system.

Geez. If Olson is going to speak Greenspeek, he had better get himself a dictionary.
