It should reduce crop surpluses, and make the effective and efficient farmers successful, right?

Even if the supports were meant to combat foreign farmers, I do not see how that benefits our farmers. If they are inefficient, then they should not be able to charge a lower price. If their governments subsidize them, then we should just raise tariffs, not subsidize inefficient companies.
