That's my point in the Capabilities/Intentions discussion. Intentions can turn overnight. The diffused economic effect of a single decision is also a subject most economists have noted. Regarding monetary policy, I believe it's measured as "volatility of money" - the total economic effect of a dollar as it changes hands during a time period.

In a snide, fluid dynamics metaphor, I'd define taxes as "viscosity of money" - friction that retards the flow. <g>
