I'll say.

Rubin was reportedly the prime target of Giuliani in the 1980's insider trading scandals. Giuliani never got Rubin, but he got Rubin's protege. Rubin reportedly hates Giuliani. I suspect the feeling is mutual.

Remember, the US under Rubin spent billions bailing out people who bought Mexican bonds - I believe that his firm, Goldman Sachs and he in particular was the one who made millions selling those bonds.
