I don't see how you derive this point. Are you saying that Intel pays extra for OEMs to deliver sub-performance configurations? What's the sense in that? How would that add to Intel's bottom line? IMO, Intel sells the OEM's the CPUs, and it's up to them how they configure them. Unless you have information to the contrary, you make a very weak case.
