I'd think a tactic Binnie might have considered was to terrorize Saudi Arabia with the intention of convincing them, to quit French kissing the Great Satan with their oil. That would terrorize the US and fit with Binnies moral objectives in regards to Islam. It must P him off to no end to see his muslim kin suck up to Uncle Sam. It seems to make more sense than attacking the US directly.
