What I see is that you are comparing men who refuse to speak a truth they probably know, for fear of legal punishment with people who (as you see it) refuse to acknowledge God's truth (which I assume you feel they "know" but for some bizarre purpose refuse to acknowledge) - but the problem with your schema is that the men dealing with human law are punished if they DO own up to the "truth" while the people failing to acknowledge God's law have absolutely no reason NOT to acknowledge it- there is no punishment FOR acknowledging it, in fact, the punishment (under your schema) is for failure to acknowledge. That is Pascal's wager, after all- why not just believe? Of course Pascal didn't take into account the multifarious nature of religions, which somewhat complicates the equation. And of course there is also the problem of how do you believe the unbelievable just to hedge a bet?
