Class 1 solvents are toxic and environment hazard
Class 2 "limited in pharmaceutical products because of their inherent toxicity"
Class 3 "Limited by GMP or Other Quality-Based Requirements"

Notice also no extended explaination of Class 3.

DMSO is Class 3 Solvent
