if you have ever been there and seen the giant wireballs at the intersections (some of them at worst places are almost 3 feet in diameter), then perhaps you can understand that it takes about 20 times more cost to have someone try to go run a wire around than it does to just provide wireless to them.

It is correct, that they will use it for basic telephone serivce, which is why it is proposed to cost so much less than other places in teh world. These people are deparately trying to catch up to the modern day world and provide the basic services we all have grown up with.
