The Democrats raised taxes with the 1991 budget bill. They threatened to shut down the gov't if he did not sign it. Bush was not strong enough to stand up to them, and he signed it. The Dems then had some great ammo to use against him in the next election.

I know you two are discussing policy impact, but I think Bush Sr lost because 90% of the people who voted for Perot took their votes from him. After all, didn't Clinton win the presidency with only 38% of the popular vote? If Perot didn't siphon those votes away, would the reasons being discussed mean anything?
