He's disappointed with the Founders for putting it in in the first place. Along with the 1st and 2nd.

I remember a report that Henry Waxman's office was sending "5th amendment" kits to Dems embroiled in various Clinton scandals. Some of the witnesses couldn't believe that Waxman could be so overt in his role in obstructing the investigations/protecting Clinton wrongdoing. Waxman was sending a not so subtle message - the mob doesn't rat on the mob.

So now the Dems are "disappointed"?
