Or this any different from what the Zionists did when the British had an arms embargo for Palestine?

The Zionists didn't break any signed accords, len. Both sides were smuggling arms, the Arabs had an easier time since they only had to get the stuff over the borders, not run the British blockage.

The PA is only in the territories because they signed the Oslo accords, len. They seem to think that the Israeli side of the accord must hold even after they break all the PA commitments. If Arafat thinks a man must be soft in the head to honor his given word, he will be shown reasons he can understand.

As for nuclear weapons, there is a clear double standard. The whole world considers nuclear weapons much less threatening when they are in liberal democracies than when they are in dictatorships. The belief is that democracies are much less likely to stage a first strike.
