Yes, there is an objective criterion. Arab nations are nations where Arabic is the native tongue. The "racial" connection is less important than the presumed cultural connection........

The Turks are ethnically quite distinct from Arabs, as are Iranians, who speak Farsi and are descended from the Persians. Turks are "cousins" of a lot of the Muslims in the ex- Soviet territories (not all), most of whom are called "turkic". However, the Kurds and some of the Afghan tribes, like the Pashtun, are distinct from the "turkic" peoples.......
