Typically only five systems would be allowed to be placed on speculation during a quarter. Large companies need to keep the sales people from artificially hyping the bookings by minimizing speculation builds. A large company would not like too many specs that would not come through. It would backlog their manufacturing and keep too much material in WIP.

When I worked in a Power Supply Company "in this industry", they used a 5-7% cap on speculative builds.
