This is usually an indicator that the higher of the low speeds is at the bottom end of the frequency bin splits.

And it seems to me they must not have any excess inventory either at these speeds. (I have actually seen 1500,1600's priced higher than 1700). But I suppose this is also a side effect of the rating system which telegraphs small frequency differences into a wider range of performance ratings (something that is quite useful for maximizing revenue at the leading edge of the bin splits but rather useless at the low-end) the performance ratings kind of reminds me of when AMD offered the 450, 475 and 500 Mhz k6 except now they are doing it with a much better marketing strategy that effectively exaggerates each small increment.
