The U.S. army manual defines "terrorism" as "the calculated use of violence or the threat of violence to attain political or religious ideological goals through intimidation, coercion, or instilling fear." This is exactly what Plan Dalet was, a systematic plan to terrorize the Palestinians into fleeing.

As a side note, the British defense minister a few months ago said we are going to attack the Afghans until they finally realize that they better overthrow their government. That's a virtual definition of international terrorism.

There are areas of "blur" alright, but there are clear areas of civilians only and clear areas of bona fide targets. In Afghanistan, we may have hurt few thousands of civilians already, but this was not the goal, this was an unfortunate side effect. Sending live bomb into a discotheque is targeting civilians clearly.
