Just wanted to add that if one includes 1986-1989 to the first period, you get a similar 18-28 VIX range, except for the 4 months from Oct. 87 - Feb. 88. Wow! That was FEAR. Spike to 150, a 50-150 range for 18 days and then a 35-50 range until Feb. 11, 1988. Vix was in low 20's before Oct. 12, 1987 and then it started spiking upwards...

On the index, you got a higher low in Oct. 1987 (vs. Jan. 1986), in spite of the large drop and then two more higher lows in 1990 and 1991.
