It sounds something like that.

The premise is a wide deployment of rooftop transmitters/receivers that all inter-link providing a "hopping" link from one rooftop to another - eventually to the user on one end and a base station transmitter (for the ISP) at the other end.

I'm sure the homeless in San Francisco will protest this as discrimination - since they don't have their own roofs.
