First, even if one inferred that he was not squeaky clean, that is not the same as having a "drug problem". It takes persistent use to develop a problem. Second, times change. When Bush was a young man, cocaine had a reputation as a benign drug. It was not until later that people realized it was addictive and could induce paranoia. Additionally, the problem of gang violence over crack cocaine, the problem of people dying smoking one rock, and the theory of scaring young people straight supervened between his possible use and his governorship.....

Justice Dept. Reviewing Criminal Referral in Clinton Gift Heist

The California congressman who investigated former first couple Bill their eight years in office said Wednesday that he has turned evidence of possible criminal misconduct over to the Justice Department.

"We have referred the material this afternoon to the Department of Justice for the appropriate law enforcement people to take a look at it," California Rep. Doug Ose told nationally syndicated radio host Sean Hannity.

Asked if he'd uncovered anything illegal, Ose said, "Arguably, yes."

"We had a hearing yesterday where the president of Common Cause and Dr. Lay from the Brookings Institute.... both said these things need to be referred to the Justice Department for criminal investigation."

Common Cause President Scott Harshbarger is a former attorney general for the state of Massachusetts.
