AMD's process (like Intel's old process) has very low leakage when the transistors are "off."

I think we should wait for some data on AMD's .13u process.

Changes in the design can reduce power and raise thermal tolerance. You don't need a different process.

As for leakage in Intel's .13u process, how does it compare to other .13u processes?
