Typo, late 2000 - December, to be precise. Iridium is good for DOD because they own their own "gateway" (ground station) so can encrypt transmissions. My guess is that spooks use it, too.

Iridium transmissions are ground-to-bird-to-bird-to-bird-etc-to-ground.

Globalstar (sorry, Mq) is ground-to-bird-to-ground-to-bird-to-ground-etc. Unfortunately, all the planned ground stations did not get deployed. Yet.
