I think he was speaking metaphorically, as leaders often do when they need to make a major point.

Given the increased availability of WMD's, which will be only cheaper and easier to get over the coming decades, it is imperative that violent whackos not be in charge of either countries or non-governmental organizations (NGO's).

A very small group of violent people can inflict a heckuva lot of death, damage, and destruction, and some people still haven't awakened to that fact. Bush needs to succeed in getting that point across before terrorists and radical countries do it for us.

Calling out that "axis" was just plain dumb. Especially including Iran, where they have been making attempts to cozy back to the west. Didn't Iran give us overflight permission when flying into Afghanistan?

I cringed also, when I heard that line in the Bush's speech.
