IMHO, just as Roosevelt lifted the economy by leading the US into WWII, I believe Bush is trying to revive the sick economy by waging an as-long-as-it-will-take-to-win war on Terrorism.

BTW, as Bush has projected himself to the world that he is honest/morally upright etc., he feels obliged to distance himself from his buddies at Enron. So he is not baling Enron out.
