Unemployment was still very high in 37&38,in fact in 37 the market tanked,gov policy was seen as ineffective,there was huge constitutional questions over key policies ,not to mention problems in europe.The gearing up of war industries and then conscription solved the greatest problem, jobs.After the war the Gi BIll helped ex servicemen reenter the peace time economy fairly smoothly(disbanding of large armies had always been very difficult for any country),not to mention that the industrial capacity of europe and asia had been laid waste and required masses of american capital creation which inlarge part found its way back in to the american economy.
